California will likely face severe water cutbacks

California Governor Jerry Brown considers formal drought declaration as soon as February 1.    

California Department of Water Resources (DWR) Director Mark Cowin says it’s just a matter of time before Governor Jerry Brown formally declares a statewide drought emergency.

The California State Board of Food and Agriculture brought together federal, state and local water officials for a January meeting in Sacramento to discuss statewide drought preparedness action.

“We will have a drought emergency proclamation, all the signs are there,” Cowin said.
