Battleground states bear brunt of political advertising

In the U.S., each state is supposed to be divided into congressional districts that represent a cross-section of voters. That is rarely the case anymore as former Congressman Tom Davis explains in this presentation. Davis says the 2012 presidential election will probably come down to a few hotly contested battleground states.
